Following is the solution:

FTP to the folder in which the WordPress is installed and get back the file wp-config.php
change
the define(‘DB_CHARSET’, ‘utf-8′)
to
define(‘DB_CHARSET’, ”), and put the file back. And then the chinese characters could be displayed.
